“Operating Chargebacks: A Critical Component in the Funding Partnership for New York’s Community Colleges”

Ramapo, NY—The New York Community College Trustees (NYCCT) and Rockland Community College will sponsor a forum on the SUNY/CUNY Report, “Operating Chargebacks: A Critical Component in the Funding Partnership for New York’s Community Colleges,” on January 31 at Rockland Community College.


“Chargebacks” represent the expense charged back to home counties for New York State students attending a community college in another county. The issue has come to the fore in recent months regarding whether county government or towns are responsible for chargebacks.


Speakers will explore perspectives on the report on operating chargebacks including the view of local sponsors and community colleges. Panelists include:
Stephen Acquario, Executive Director, NY State Association of Counties (NYSAC)
Alexander Gromack, Supervisor, Town of Clarkstown
David L. Mathis, NYCCT Chair, Trustee Mohawk Valley Community College; Director of Workforce Development, Oneida County
Dr. Cliff Wood, President, Rockland Community College
Dr. Henrik Dullea, Trustee, SUNY; Vice President for University Relations Emeritus, Cornell University
Neish Dawkins, Student Trustee, Westchester Community College


NYCCT is a voluntary nonprofit consortium of community college trustees established to strengthen the effectiveness of New York community college trustees to be an active force in the development and implementation of public policy impacting community colleges. NYCCT represents the appointed board members who govern the 30 community colleges of SUNY and the seven community colleges in CUNY.

What professional doesn't spend $500 per year on out of pocket expenses related to their jobs?Read More Staples offering 10% (or 5 in some cases) is hardly an example of the community getting involved. Thankfully, there are other examples of the community and PTA's getting involved and providing needed services. Clarkstown and surrounding areas hardly have substantial unmet needs in their classroom, thankfully.

I guess better late than never. LaCorte is serving his 4th year as Mayor and was Trustee for I thinkRead More 4 years before that. This year is the only time he has brought the idea to the village about participating in this program. He is motivated by the opportunity of getting positive press for his County Executive campaign. The village should have been involved in this program ( as well as the Americorps program) long before this. On a positive note, hopefully the Village will continue this worthwhile partnership for many years to come.
