WHY SHOULD WE NOT BE SURPRISED?

RESOLUTION NO. ___OF 2014

APPROVING ADDITIONAL PURCHASES IN EXCESS OF $100,000 FROM BREGA DOT MAINTENANCE CORP. FOR BUS FLEET- INSPECTION, PREVENTIVE MAINTENANCE AND REPAIR . FOR THE DEPARTMENT OF PUBLIC TRANSPORTATION IN AN ADDITIONAL AMOUNT OF $40,000 FOR THE INITIAL PERIOD OF THE CONTRACT FROM JUNE 1, 2013 THROUGH MAY 30,2014 AND APPROVING THE FIRST OPTION TERM OF THE CONTRACT IN THE AMOUNT OF $274,148.37 AND AN EXTENSION OF THE TERM OF THE CONTRACT FROM JUNE 1, 2014 THROUGH MAY 30, 2015 FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $588,296.74 FOR THE PERIOD FROM JUNE 1, 2013. THROUGH MAY 30, 2015 WITH THREE (3) ADDITIONAL ONE (1) YEAR OPTIONS WITH ALL PURCHASES TO BE MADE BY FORMAL PURCHASE ORDER UNDER RFB-RC-2013-001 [DEPARTMENT OF GENERAL SERVICES- DIVISION OF PURCHASING] ($588,296.74)

   This is a resolution that will be brought to the floor at the June 10th meeting of the Budget and Finance committee of the Rockland County Legislature. The contract is for the maintenance of the Rockland County TRIPS bus fleet. The County just increased the fare on these same buses. So only a couple of weeks later the Legislaure now decides to pay $40,000 more for maintenance for the next year of the contract. The contract actually is for 3 more years. That means $120,000 more the county will be paying for maintenance. The resolution states the Diesel powered buses will be running through 2015 as the reason for needing the extra funding. I would think that $40,000 will be subtracted in the last three years. But looking at the past contract, the legislature kept adding more money to the contract every year where at the end the contract it was hundreds of thousands of dollars more than the original.

   Each bus is serviced 4 times a year minimum. That would be approximately 100 services a year. Even if the buses were serviced every month and had the two major maintenances done the total would be under $100,000, where is the rest of the $314,000 going? Guaranteed no discussion and just a unanimous vote to approve.

   This resolution is just a preview of what most likely be coming in the near future for the TOR Transportation contract. The bid was not realistic and the current carrier will have to ask for more money to cover the salaries and benefits for about 100 drivers. The current contract has the drivers making the same amount of money in the first year as in the fifth year of the contract. Is that really realistic? The legislature promised this would be a contract that would NOT be renegotiated, let’s see if they keep their word…..
