Congers Man Arrested After Trying To Kick Officer

Clarkstown Police report James Mutinsky, 78, of Congers was arrested and charged with Harassment 2nd  degree and Resisting Arrest during a landlord tenant dispute on Friday afternoon.

Mutinsky was arrested while officers were investigating a landlord tenant dispute at 65 N. Grant Ave in Congers. 

“Mutinsky attempted to kick an officer in the face while the officer was bent over,” said Sgt. Jo Anne Fratianni.  “The officer was able to elude Mutinsky’s kick.”

Police used a Taser to subdue Mutinsky during the incident. Both Mutinsky and the officer suffered lacerations. Mutinsky was transported to Nyack Hospital for a laceration on his forehead.  The unidentified officer, who had a small laceration on the left hand and pain in the right hand, was also treated and released from Nyack Hospital.

Mutinsky is due in Clarkstown Justice Court on July 15.
