Rockland Court Report: DWI And Driving Without A License

Rockland County District Attoney Thomas Zugibe reported one New City and two Spring Valley residents were indicted by a grand jury this week on DWI and related charges. 

Kevin Hyland, 54, of New City was indicted on charges of DWI and Aggravated Unlicensed Operation of a Motor Vehicle.  Hyland allegedly was involved in an April 6th car accident on New Hempstead Road in Clarkstown. He failed sobriety tests. Further police investigation determined his  license was suspended due to a pending DWI. 

Bernard Smith, 43, of Spring Valley was indicted on one felony charge of DWI plus Aggravated Unlicensed Operation of a Motor Vehicle in the First Degree. Smith is accused of driving into oncoming traffic on Slinn Avenue in Spring Valley on April 22nd. He reportedly sideswiped another vehicle and knocked off its side mirror. Smith’s license was revoked in February 2013 for a previous DWI in Spring Valley.

Oksana Osudar, 30, of Spring Valley has been indicted on felony charges of DWI and Aggravated DWI plus Aggravated Unlicensed Operation of a Motor Vehicle First Degree and Circumvention of an Ignition Interlock Device. Osuder was allegedly observed asleep behind the wheel of a vehicle stopped in a traffic lane on Monsey Boulevard in Spring Valley on April 18.  After witnesses woke him, he reportedly drove away. Spring Valley police determined Osudar’s blood alcohol level was .22 percent and he was driving with a revoked license and without a court mandated ignition interlock device. Osudar had a previous DWI in the Town of Ramapo in 2010.
