Clarkstown Planning Board Continues Public Hearing On O&R Substation Proposal

Third session scheduled for Wednesday evening.

 

The Clarkstown Planning Board will continue its Public Hearing on Orange & Rockland’s proposal to build a new and upgrade an existing gas regulator in New City. The public hearing is the third such session on O&R’s Draft Environmental Impact Statement (DEIS) for the project on 10.2 acres at the intersection of North Little Tor Road and South Mountain Road. The public hearing for the Little Tor Substation is scheduled to begin at 7:45 p.m.

The planning board meeting, which is set to start at 7:30, has two other agenda items. There will be a continuation of review under the provisions of the New York State Environmental Quality Review (S.E.Q.R.) and a public hearing for Palisades Volvo in West Nyack.  The auto dealership site layout proposes the merger of four lots into one for a total area of 3.4 acres.  It consists of new parking areas, site lighting, walks, fencing and plantings for the property between Greenbush Road and Route 303.

The final item is a review under the provisions of S.E.Q.R. and a public hearing on thesubdivision on Germonds Road in West Nyack. The proposal would subdivide the existing 9-acre parcel into two lots. The larger 6.62 acre portion or 288,535 (net) square feet, would be merged with the adjacent town-owned Germonds Park. The smaller parcel with existing buildings would be sold with covenants to insure maintenance of the buildings. The second parcel of 2.15 acres is equal to 94,693 (net) square feet. 

After the town purchased the property for $900,000 in 2011, the board discussed keeping approximately seven acres for open space and selling the remaining property with the buildings. The entire parcel, which is currently owned by Clarkstown, is located in an R-22 residential zoning district.
