Judicial Swearing In, Police Retirements At Town Board

The agenda of the final 2013 Clarkstown Town Board meeting includes votes on four police officer resignations, the 2014 salary schedule, classifying employee usage of town owned vehicles as taxable benefit and a judicial swearing in.

The noon session on Thursday will begin with two public hearings on adopting the updated official map of the town and approving the final map of the Central Nyack Fire District. Acting Rockland County Supreme Court Judge Victor Alfieri will swear in Clarkstown Town Justice Scott Ugell of New City for his next term. Ugell has served as a town justice for 22 years. 

Board members will vote on accepting the retirements of four police officers and the receiver and deputy receiver of taxes and on terminating the employment of a police officer appointed to the force in May.

Detective Eileen Malloy of New City and Sergeant Joseph Reiter of New City are retiring effective January 2, 2014. Police Officer Michael Bartolotta of West Nyack retired effective December 17th and will be appointed to a part-time court attendant’s position. Sergeant Bernard Cummings is retiring effective January 4, 2014. 

The retirements of Receiver of Taxes Loretta Raimone of Bardonia and Deputy Receiver of Taxes Dolores Daubitz of Stony Point will be effective January 1, 2014. The tax receiver’s department is being consolidated with the Town Clerk’s Office.

The board will vote on terminating the probationary employment of Steven Quinones of West Nyack according to Rockland County Civil Service Rules. Town Attorney Amy Mele said she would not comment about the particulars of a personnel matter. She did confirm that an officer's probationary period is two years.

Quinones was appointed to the Clarkstown Police Department in May. He graduated from the Rockland Police Academy earlier this year.

Board members will also vote on:

  • Approving the 2014 Salary Schedule
  • Authorizing the town comptroller to credit as a taxable fringe benefit the use of town owned vehicles to commute to and from work by town employees
  • Approving the employment terms and conditions for Town Justice Court Clerk Candyce Draper 
  • Adopting 2014 fee schedules for the assessor, town attorney, building department, town clerk, department of environmental conservation, highway department, planning department and board, police department, parks board and recreation commission
  • Approving a bid for to install new synthetic sports flooring in Congers Community Center Gymnasium for $34,980 and authorize issuing a bond.
  • Authorizing a bond for $210,000 for purchase of a boom truck.

Several public hearings will be scheduled for February. Two hearings will be set for February 4th on approving the New City Fire District final boundary lines map and an application by Cherry Valley Buildings for an open development area at 124 Blauvelt Road in Nanuet to provide access to a subdivision.

The public hearing on February 14 concerns a local law for flood damage prevention as authorized by the New York State Constitution and referring it to the Clarkstown Planning Board and Rockland County Department of Planning.
