Legislators Asked to Defer Salary Payments [Update]

Cornell urges colleagues to defer some salary in 2012 and 2013.

Rockland County Legislature Chairwoman Harriet Cornell wants her colleagues to follow her lead and defer a handful of salary payments until December 2014.

Cornell voluntarily agreed to a deferred salary payment program this week. The program is modeled after part of last week’s approved Rockland Civil Service Employees Association (CSEA) contract agreement.

As chairperson, Cornell receives $40,805 annually. All the other legislators are paid $32,857 anually.

Cornell sent a letter to other county legislators asking them to voluntarily take the same action.

“I have already signed the authorization to defer, and I urge you to join me in this program so we can demonstrate shared resolve with the county’s workforce as we continue to work together to improve the county’s finances,” Cornell said.

According to the contract provision, CSEA employees will defer payment of 10 days work in 2012 and 2013 and receive compensation for those days in December of 2014. The Legislature is expected to vote to approve the CSEA, Rockland Association of Management (RAM) and Doctors’ Council contracts at its Wednesday, Sept. 19 meeting.  The other two contracts are similar to the CSEA agreement.

When elected officials and certain appointed officials are in office, the only way their salaries can only be changed is by local law. The county Personnel Commissioner distributed information on the program and a voluntary participation form. Signed forms must be returned to the personnel office by Monday, Sept. 24.

There are legislators on the payroll that just sit there and say nothing. Others ask insane questions. The only ones that I think that deserve any salary are Schoenberger, Grant, Carey and Jobson.

Except for Carey, I'm not too familiar with the others, but add Ed Day to your list. Otherwise, you may be right. Our neighborhood has been involved with an issue where the county is now suing Clarkstown over a road closure. A bunch of us have called and email our legislator, Moroney (who sponsored the resolution to sue), and he did not respond to any of us. We all actively attended a 2+ hour session with the legislature (Public Safety Committee) regarding this issue, and when it came time to vote on rescinding the resolution, Aney Paul mysteriously disappeared. Disgraceful and insulting to all of us, as she used to represent our neighborhood before the lines were redrawn!
maybe some of them should have applied for that 25 hour a week part time job in clarksclownville that pays 75,000 a year!!!!!!!!!!!!!!!

I'm happy that Harriet is starting to lead by example. It's a very small concession, but at least she's starting to get it in the twilight of her career. Let's see what Frankie "show me the money" Sparaco decides to do. Hopefully he's in the twilight of his new career also.

Good politics but the bigger question is what policies will be put in place to prevent future budget deficits? Raising taxes, fees, and surcharges can only go so far before the public says enough with county government spending.
Mike Hirsch September 19, 2012 at 12:47 pm
Good point Andrew, but the public has said enough. The problem is that most of the citizens simply vote the party line and choose to be uninvolved and uninformed.
stephany September 19, 2012 at 02:05 pm
Different take-I would like to see just how many RC + town public employees + family members vote for anyone but the status quo regardless of party affiliation. Public employees + family members should vote where the employee works so the public can see how they voted as a block. Outside of Rockland may be party line, not inside.

Aerial of United Water's proposed water treatment plant
Tom Nimick June 11, 2013 at 09:23 pm
Mr. Pointing says that an issues conference is unusual. The unusual step is called for because thisRead More project is highly unusual; it is unprecedented. This French-owned water company wants to implement its pet technology at our expense - it makes sense for the company because the project makes lots of money. There is information available that calls into question the "definitive" studies carried out by the water company. Of course they found that their technology was the best option - what a surprise! They have not made the case that they carried out a disinterested examination of the issues in the public interest. Yes there are still issues. Also, stop threatening us with increased costs from delay. First, it does not make sense and second, you are trying to bully us into accepting your proposal. That is one more sign that something is wrong in your proposal.
John Taggart June 13, 2013 at 08:08 am
An issues conference will be a wast of time and money. So many ' issues ' have been pulled out ofRead More thin air. The people who organized against the plant will just keep saying the same thing. No amount of info will be enough, no answer will be accepted. The issues conference will be a circus of endless questions, ideas, and demands. Haverstraw bay reclassified as drinking water will better protect it, provide an endless supply of water and finally help end the stereotype of the Hudson being polluted Recommend

There were no open meetings. I attended the April meeting and Mr. Lettre was directed by the TownRead More Board to return with more precise estimates and to include options for other upgrades. I have attended every meeting of the Town Board since that time and Mr. Lettre never returned in an open meeting. Mr. Borelli indicated that Mr. Lettre had addressed his concerns directly and privately. According to the Open Meetings Law, the deliberations of the Town Board are to be open and visible to the public. Private individual meetings or communications with members of the Town Board so as to avoid open deliberations flouts the intent of the Open Meetings Law. Mr. Gromack's statement of other meetings is inaccurate and, since it was specifically in response to a question about open meetings, dishonest. Mr. Borelli, shame on you for accepting a private communication and not standing by your guidance to Mr. Lettre that he was to come back to an open meeting of the Town Board.

Thanks for sharing, Grace! Your thoughts on their noise?
Grace Anthony Zemsky June 10, 2013 at 09:00 am
The traffic from the nearby Palisades Parkway is more of a noise nuisance than the cicada chorus.Read More (We have triple-paned windows because of it.) There is something almost musical about the hum of the cicadas. Of course, it may bother me more if I lived in the "affected area" and heard it constantly. Upon entering this nearby neighborhood, the sound crescendos. And yet, it can't be heard a couple of streets away. The drone of locusts is more bothersome than these 17 year cicadas.
