Solar Panel Project At West Nyack Landfill Moving Forward

Clarkstown Town Board will hold three public hearings and vote on promotional/provisional appointments including town garage fleet manager

 

For tonight’s meeting, the Clarkstown Town Board scheduled three public hearings. The first public hearing is a continuation on a proposal to amend local zoning to permit ; the second is to amend the Flood Damage Prevention Code and the third concerns amending sign regulations in the town code.

The hearing on modifying and updating the current sign code adds definitions and new terms. Among the new definitions are hanging, illegal, monument, monument-low profile, pole and projecting signs. New terms added include blade sign, freestanding sign and regional mall.  

The board’s agenda includes votes on the following resolutions to:  

  • authorize a bid award for sewer rehabilitation, force mains and gravity sewers
  • authorize the supervisor to execute an agreement with Rockland County for 2012 Community Development Funds
  • authorize settlement of Tax Certiorari for Squadron VCD, LLC
  • Refer proposed landscape guidelines to the Clarkstown Planning Board and Architecture and Landscape Commission.

Approve the personnel appointments of:

  • Dennis Malone as of the Town Garage
  • Richard Cummings as Coordinator of Dispatch Related Services in the Clarkstown Police Records Department.
  • Raquel Guzman as Senior Purchasing Clerk Typist in the Town Purchasing
  • Department
  • Father William Cosgrove as Member of the Clarkstown Board of Ethics

Accept the following resignations:

  • Sylvester Almiron, Jr. as member of the Parks Board & Recreation Commission
  • Msgr. Edward J. Weber as member of the Clarkstown Board of Ethics 

The board will vote on declaring the town as the Lead Agency for the State Environmental Quality Review Act (SEQRA) for the construction of a on the closed West Nyack landfill. The board will consider authorizing the supervisor to retain H2M Group for preparation of a work plan and coordination between the town and contractors on the solar project.

In other resolutions involving the H2M Group, board members will also vote on approving an agreement for additional construction observation services for construction of the Congers-Valley Cottage Volunteer Ambulance Corps Building. and amending the agreement forengineering services for the site improvements/communication shelter at the Police Communication Tower Site on Mountainview Avenue in Nyack.

The board members, who also serve as the Board of Directors of the Clarkstown Middlewood Housing Development Fund Company, Inc., will also hold a special meeting on Middlewood.  

The town board meeting begins at 8 p.m.

Alex stated last spring that the failure of the contractor who was building the Congers/Valley Cottage Volunteer Ambulance Corps Building would not cost us taxpayers any money. If that's true, why is he paying the CM additional funds? Also, Ed Lettre, our town's building professional (professional only because we pay him) said that the project would be completed a few months ago. I guess the dynamic duo were wrong about that also.

What did they have to say when the Town Board and Supervisor rejected the request of thousands of taxpayers to place a referendum for Term Limits on the ballot? What was the last thing they ruled on?

Gotta love clarkstown, they will say " we need to create green jobs " so here one is and I understand the construction is to be done by an Albany contractor. The workers will get off the thruway stay at the motel on 303 and go home on weekends. No green jobs for Ckarkstown or Rockland, Orange, or Bergen and away to Albany goes Clarkstowns money to be spent there, not at our mall here.

There is information available that calls into question the "definitive" studies carried out by the water company. Of course they found that their technology was the best option - what a surprise! They have not made the case that they carried out a disinterested examination of the issues in the public interest. Yes there are still issues. Also, stop threatening us with increased costs from delay. First, it does not make sense and second, you are trying to bully us into accepting your proposal. That is one more sign that something is wrong in your proposal.

I have attended every meeting of the Town Board since that time and Mr. Lettre never returned in an open meeting. Mr. Borelli indicated that Mr. Lettre had addressed his concerns directly and privately. According to the Open Meetings Law, the deliberations of the Town Board are to be open and visible to the public. Private individual meetings or communications with members of the Town Board so as to avoid open deliberations flouts the intent of the Open Meetings Law. Mr. Gromack's statement of other meetings is inaccurate and, since it was specifically in response to a question about open meetings, dishonest. Mr. Borelli, shame on you for accepting a private communication and not standing by your guidance to Mr. Lettre that he was to come back to an open meeting of the Town Board.

The traffic from the nearby Palisades Parkway is more of a noise nuisance than the cicada chorus.Read More (We have triple-paned windows because of it.) There is something almost musical about the hum of the cicadas. Of course, it may bother me more if I lived in the "affected area" and heard it constantly. Upon entering this nearby neighborhood, the sound crescendos. And yet, it can't be heard a couple of streets away. The drone of locusts is more bothersome than these 17 year cicadas.
