Tax Cap Override And Proposed 2014 Budget Public Hearings Thursday

Clarkstown residents will get to voice their opinions on the town’s proposed 2014 budget at two public hearings beginning at 7 p.m. today at town hall. The first public hearing is on the town board’s proposal to override the state property tax levy of two percent. A majority of the board members, 60 percent, must vote in favor of the override in order for it to pass. The second hearing is on the town’s preliminary 2014 budget of $140,729,325.

The proposed budget includes salaries of $43,510 for council members, $90,830 for justices, $166,970 for the supervisor, $169,145 for highway superintendent and $121,830 for town clerk/receiver of taxes. The town clerk and receiver of taxes offices are being consolidated as of January 1, 2014.  The preliminary budget can be viewed here.

Other agenda items include setting two public hearings for Thursday, Dec. 19 at 12 p.m. for adoption of the official map of the Town of Clarkstown and on possible approval of the final map of the Central Nyack Fire District’s boundary lines. The board will vote on the Town Board workshop and meeting schedule for 2014.

Council members will vote on awarding bids, which will be financed by serial bonds, for:
  • Hereford Lane drainage improvements for $118,000 to Marini Bros. Construction Co. Inc. of Hackensack, NJ
  • A generator for the data processing operation at town hall for $68,500 to HVS LLC of Garnerville
  • Lake Road drainage and channel improvements for $249,700 to Girls Gone Green of Upper Nyack
  • Carlton Court drainage improvements for $125,000 to M. Ingannamorte & Sons of Harrington Park, NJ

Additionally the council members will vote on approving serial bonds for:

  • $80,000 to cover the cost of preparing plans and specifications for the proposed solar panel installation at the closed Clarkstown Landfill in West Nyack
  • $72,000 for the drainage improvement project on Windgate Drive for which $82,000 was previously appropriated

The installation of traffic signs goes before the board including “Stop” and “T” intersection signs on Knollwood Court in Valley Cottage. A resolution passed in July restricting parking in Rockland Lake may be rescinded and replaced with a new resolution to install “No Parking” signs on both sides of Collyer Avenue in Rockland Lake.
