Term Limits, Sustainable Water Up For Legislative Discussion

The Rockland County Legislature’s Rules Committee takes up term limits at Wednesday’s meeting. Legislators Ed Day and Douglas Jobson submitted a resolution to limit the county executive and legislators to three, consecutive four-year terms. The measure would require an amendment to the county charter and administrative code.

The proposal calls for the term limits for the county executive to go into effect on January 1, 2014, when the next county executive takes office and on January 1, 2016 for the legislature. The committee, which meets at 5:15 p.m., will set a date for a public hearing on the resolution.

Its members will also vote on a measure urging their state counterparts to pass an amendment to the state constitution. There is a bill before the state Assembly and Senate that would prevent elected officials who are convicted of felonies while serving in office from receiving pension and retirement benefits.

The Environmental Committee focuses on the county’s water supply at its 6 p.m. session. Its discussion of sustainable water management includes presentations by Stuart Braman of the Lamont-Doherty Earth Observatory and Simon Gruber of the Institute for Sustainable Cities.

The Government Operations Committee is scheduled to hear an operational review of the county’s Personnel Department when it meets at 6:45 p.m. All legislative committee meetings are open to the public.
