Funding Votes For Central Nyack Drainage And TV Studio

The Clarkstown Town Board begins its Tuesday meeting with two public hearings on proposed changes to the town code followed by agenda items dealing with the town hall TV studio, Central Nyack Drainage Improvement Project and school resource officers. 

The first public hearing is a continuation from May when questions were raised about adding definitions to the town code. The amendment proposes adding definitions for lot coverage and building coverage.  The subjects of the second public hearing are amendments to 15 chapters of the town code and deletion of six other chapters. The chapters listed for amendment concern alcoholic beverages, parental responsibility, signs and tree preservation. Some of the chapters that may be deleted concern sanitary waste landfills and shopping carts. 

The town board will vote on awarding the bid for Central Nyack Improvement Project’s Phase II to Cal Mart Enterprises of Congers for $8,778,778 plus 18 percent contingency. As part of the project, Behan Planning & Design of Saratoga Springs will be paid $200,000 for professional construction administration and M.G. McLaren P.C. of West Nyack will provide construction administration services and resident engineering services for $425,050. Board members will vote on issuing bonds for $10,360,000 for the project.

Town board members will vote on authorizing an agreement with the Nanuet and Nyack school districts for school resource officers to be signed by the supervisor. One full time officer would be assigned to each district from September 1, 2013 through June 30, 2014. Both districts would each pay the town approximately $37,540 for the resource officer’s services. 

The town hall TV studio may move forward with a vote on an agreement with Mediastar-SG to equip and operate the studio, provide professional engineering services and software and equipment. The contract for $81,575 would be paid with funds from Cablevision and Verizon. Additional video equipment totaling up to $75,000 will be purchased through a state contract and also funded by the two utility companies.

Additionally, a vote will be taken on scheduling an August 20 public hearing for a special permit for the Jewish Community Center of Rockland to allow outdoor recreation.
